Who Certifies WBE Businesses in Florida?
Florida has multiple certifying bodies depending on which contracts you are pursuing:
Florida Office of Supplier Diversity (OSD): The primary state certifier under the Florida Department of Management Services. Grants the Florida Certified Minority Business Enterprise (CMBE) designation which includes WBE. Required for most state agency contracts.
Florida Department of Transportation (FDOT): Administers the Disadvantaged Business Enterprise (DBE) program for federally funded transportation and infrastructure contracts. Separate from state OSD certification.
WBENC (Women’s Business Enterprise National Council): Nationally recognized certification accepted by hundreds of major corporations and government agencies. Florida has two WBENC regional partners: WBEC South and WBEC-East.

To qualify for WBE certification in Florida your business must meet all of the following criteria:
Business must be at least 51% owned, managed, and controlled by women who are US citizens with good moral character
The woman owner must hold the highest officer position and have real operational control
Business must be a for-profit entity located in the US or its trust territories
Business must be registered and in good standing with the Florida Division of Corporations
Business must have a physical presence or substantial nexus in Florida
Personal net worth of the woman owner must not exceed $1.32 million for FDOT DBE program
